The San Marino flag: what it actually takes to register an aircraft or a vessel

T7 marks appear ever more frequently on the aprons of Europe's business airports, and the San Marino flag now flies on more than eight hundred vessels. Behind numbers that are growing fast lies a question owners rarely ask themselves early enough: who represents us in San Marino?

In little more than a decade the Republic of San Marino has built two registries that now compete with the sector's established jurisdictions. The aircraft registry, compliant with ICAO standards, assigns the T7 prefix; the ship register, operational since 2021 and aligned with IMO standards, has passed eight hundred registered vessels in four years.

Those numbers have precise technical explanations. But the reason we are writing this note is a different one: in day-to-day practice we find that the most delicate part of the operation is not the registration itself — it is everything around it.

The aircraft registry (T7)

The elements that guide an owner's decision are essentially these:

• Timelines. Registration is completed within one to three business days, once the airworthiness inspection and the review of records are concluded.
• Personalised marks. Three to five characters, letters or numbers, chosen out of sequence at no additional cost and transferable to another aircraft.
• Tax treatment. Exemption from import tax for aircraft owned by foreign persons or companies; no insurance tax.
• Mortgages and security. Mortgages are registered with the San Marino CAA, which will not cancel a registration without the mortgagee's consent. San Marino is a party to the Cape Town Convention.
• Inspector network. Airworthiness inspectors operate from the United States, Canada, the United Kingdom, Europe, the UAE, Singapore, Hong Kong and Australia.
• Standing of the jurisdiction. San Marino is an OECD white-listed jurisdiction.

There is, however, one requirement that sits at the bottom of the promotional lists and that, in practice, comes first: foreign individuals and companies may register and maintain the registration of an aircraft only after electing domicile with a representative resident in San Marino.

The ship register

The ship register follows a similar logic, with procedures calibrated to the type of vessel:

• Private pleasure yachts. For smaller, more recent vessels registration proceeds without a prior technical survey, through self-assessment for the purposes of the Safety Certificate. Provisional registration is issued very quickly.
• Commercial yachts and merchant vessels. A structured route, in cooperation with the recognised organisations that issue statutory certification.
• Age limits. Since February 2026 the guidelines ordinarily exclude the registration of merchant vessels over fifteen years of age — subject to exceptions following pre-registration inspection — and do not permit tankers over twenty-five years.
• International standards. Full adherence to the STCW Convention and to MLC 2006 for the protection of seafarers.

What is rarely discussed

Those who come to the San Marino flag almost always do so with an aim broader than the registration mark itself. The real question, the one that surfaces in the second conversation, sounds roughly like this: who owns the asset?

In most cases the sensible answer is not the owner personally, but a company — often a company incorporated under San Marino law for the purpose, with its own governance, its own tax position and its own filings with the authorities of the Republic. Around that structure revolve the questions that genuinely matter over time: how title is held, how financing and security are managed, how succession is arranged, what happens when the asset is sold.

This calls for three things at once: a settled presence on the ground, established relationships with notaries and professionals enrolled in their respective registers, and the ability to hold the whole operation together through a single point of contact. The filings can be bought online for a few hundred euros; the structure around them cannot.
